Ray was part of the team that created the first virtual school in the US. He was part of the CoSN Emerging Technologies Committee for a number of years contributing to and leading the creation of many of that group's reports. He has long been an advocate of equity in education, and has written extensively on this topic. He recently researched Department of Justice and the Office forr Civil Rights reports filed against K-12 and higher education academic institutions for lack of full access in websites and online learning for individuals with disabilities. That information served as the basis for an iNACOL publication which was released in November, and will be major part of his presentation.
